I. CALL TO ORDER

Carol Botwinski, Board President, called the meeting to order.

II. ROLL CALL
Description:
PRESENT: Mr. Bednar, Mrs. Botwinski, Mr. Greidanus, Mrs. McClaney, Mr. Nordmark, Mr. Novak, and Mrs. Peters.
ABSENT: No one. ALSO PRESENT: Dr. Don Angelaccio, Superintendent, Dr. Amy M. Zaher, Assistant Superintendent of Instruction, Mrs. Amy McPartlin, Assistant Superintendent for Finance and Operations and Dr. Chrystyna Sroka Assistant Superintendent for Student Services. |
III. PLEDGE OF ALLEGIANCE
Description:
We will be led in the Pledge of Allegiance by the MacArthur Senate Senate.

IV. RECOGNITION OF VISITORS AND PARTICIPATION
Description:
At each regular and special open meeting, members of the public and district employees may comment on or ask questions of the Board of Education. If you would like to address the Board, please complete the form and give it to Mrs. O'Donnell, our recording secretary.

V. COMMUNICATIONS

V.A. MacArthur Student Senate 5K Hot Chocolate Run
Description:
MacArthur Student Senate representatives will present their request to conduct a fundraiser this November to support St. Jude's Research Hospital.

Description:

Description:

V.D. LEA Designation 2022
Discussion:
This annual review by the Illinois State Board of Education identified that District 23 Meets Requirements in implementing IDEA. We thank Dr. Sroka and the entire Special Education department for their service to our students and families.

V.E. Custodian Appreciation Day
Description:
October 3 was Custodian Appreciation Day. Our students created posters and banners thanking our crew for their dedication and work keeping our schools clean and ready.

V.F. Principal Appreciation Day
Description:
The week of October 16-21 is recognized as Principal Appreciation week in Illinois and Friday, October 21 as Principal Appreciation Day!
We thank our principals, Dr. Lambatos, Dr. Curtis, Ms. Meziere, Dr. Nystrom, and Ms. Gage for their outstanding leadership!

V.H. Special Board Meeting - October 18, 2022

V.I. Building a Better D23
Description:
The attached letter and attachment were mailed to all residents of D23 this week, sharing information about the need and proposed solutions for our Building a Better D23 project. Residents are also invited to attend one of the information events to learn more and ask questions. We have hosted three sessions to date and the two remaining are scheduled for 10/18, 6:00pm @ Sullivan and 10/27, 7:00pm @ Eisenhower as part of the PTO meeting. A newsletter will follow in two weeks with more details and a survey in early November.

Description:
On October 29, the Illinois State Board of Education will release the 2022 School Report cards and summative designations. While the information is currently under embargo, we are very pleased with the data we have seen and look forward to sharing it with the community.

VIII. FINANCIAL REPORT
Description:
Attached is the memo recommending payment of the voucher lists for materials, supplies, and services paid since the last BOE meeting. IX.A. Long Range Facilities Plan & Buildings and Grounds Update - PRESENTATION
Description:
Mrs. Amy McPartlin, Assistant Superintendent for Finance and Operations, Mr. Mike Ziaja, Director of Operations, and our partners from ARCON have collaborated to provide an overview of the long range facilities plan. A draft has been presented to the Building and Sites Committee and is shared with the Board as a recap of previous projects and a projection of short and long term future projects.

Description:
Dr. Zaher has provided a memo that outlines the Federal Categorical grants that have been allocated for this school year and the corresponding uses for these funds.

IX.E. IASB Delegate - ACTION
Description:
If District 23 would like to send a representative to the Delegate Assembly during the Triple I convention, we need to nominate and approve a Board Member. We will review the platform and bring a recommendation for a directed vote at our meeting in November.

Description:
Dr. Angelaccio provided an overview of the anticipated service learning/fundraising projects for 2022-23 and the associated recipients.

IX.G. MacArthur Middle School Door 7 & East Corner - Moisture Mitigation Work- ACTION
Description:
As discussed in Buildings & Sites, moisture around the foundation at MacArthur has continued to be a significant concern. The east corner of the building continues to have water pooling and in times of heavy rain, water seeps under the door at location 7. Proposals have been requested to address each location with a discount offered for addressing both locations at the same time.
