Description:  Carol Botwinski, Board President, called the meeting to order.

Good Evening. I call to order the District 23 Board of Education meeting for Wednesday, December 8, 2021 at ___________.

Description:  PRESENT: Mr. Bednar, Mrs. Botwinski, Mr. Greidanus, Mrs. McClaney,
Mr. Novak,  Mrs. Peters, and Mr. Smith.

ABSENT: No one.

ALSO PRESENT: Dr. Don Angelaccio, Superintendent, Dr. Amy M. Zaher, Assistant Superintendent of Instruction, Mrs. Amy McPartlin, Assistant Superintendent for Finance and Operations and Dr. Chrystyna Sroka Assistant Superintendent for Student Services.

Description:  Our pledge of allegiance is being led by members of the MacArthur Cross Country Team.

Description:  At each regular and special open meeting, members of the public and District employees may comment on or ask questions of the Board of Education. If you would like to address the Board, please complete the form and give it to Mrs. O'Donnell, our recording secretary.  The Board will be prepared to address those comments related to the agenda within a reasonable time. Communications sent to BOE@d23.org will be read by all Board members, but are not entered into public comment. 

Description:  Dr. Angelaccio will share a brief update of COVID related topics. 

Description:  Dr. Nystrom and the School Improvement Team at MacArthur Middle School will share their presentation.

Description:  Tonight's Consent Agenda includes the approval of the minutes from the Regular Meeting on November 10th  and the Personnel Report.

Description:  Attached is the memo recommending payment of the voucher lists for materials, supplies, and services paid since the last BOE meeting. In addition, the District payments for salaries and insurance benefits during the previous month are included for approval. Those documents are all included for your review.

 

Description:  President: "On November 10, 2021 the Board of Education adopted an estimated tax levy for 2021 as developed by the Assistant Superintendent for Finance & Operations and the Finance Committee.  At this time the Board wishes to conduct a Truth-in-Taxation Public Hearing for the purpose of allowing anyone to address the Board regarding the 2021 Certificate of Tax Levy."

Description:  Dr. Angelaccio shared a report of the enrollment projections for 2022-23. 

Description:  Dr. Zaher has prepared an informational update on the curriculum investigation and adoption process. 

Description:  The Annual Immunization Compliance Report is filed with ISBE and shows 99.5% compliance.  Our nurses track and document immunization records and exemptions while supporting parents to access required services. At the time of the reporting, 7 students were excluded due to noncompliance. 

Description:  Mrs. McPartlin and EDP Director, Kris Lebrecht have met to discuss program enrollment and fees for the 2022-23 school year. At this time, Administration is not recommending an increase in fees for the coming school year. 

Description:  The Annual Statement of Affairs is a summary of all operational receipts and expenditures and includes amounts paid to personnel by the District. Illinois School Code requires districts to file their Statement of Affairs on an annual basis. It must also be posted on the District's website and published in a local newspaper.  

Description:  At the November 2021 meeting of the BOE, the Tentative Levy for 2021 was approved.  Following this evening's Public Hearing, Administration recommends approval of the 2021 Tax Levy and the 2021 Supplemental Levy for Debt Services as presented.
I make a motion to approve the 2021 Tax Levies as presented.

Description:  Bids were received and opened on November 23, 2021.  A total of twelve (12) bids were received. The apparent low bidder at the time of bid opening was Crowther Roofing and Sheet Metal, Inc. Mr. Ziaja and Arcon Associates, Inc. have fully vetted Crowther and their understanding of the scope of work, schedule, and project details.  We recommend approving the 2022 Roofing Work in the amount of $857,000 as presented.
