III. PLEDGE OF ALLEGIANCE
Description:
We are joined by representatives of the MacArthur Unified Soccer Team to lead our Pledge of Allegiance.

IV. RECOGNITION OF VISITORS AND PARTICIPATION
Description:
At each regular and special open meeting, members of the public and District employees may comment to or ask questions of the Board of Education. If you would like to address the Board, please email your comments or questions to BOE@d23.org. The Board will be prepared to address those comments related to the agenda within a reasonable time.

V. COMMUNICATIONS

V.A. COVID Update
Description:
Dr. Angelaccio will provide an update to the Board regarding our vaccination events planned to assist 5-11 year olds and all in our community who wish to receive the vaccine.

V.B. 2021 District and School Report Cards
Description:
The Illinois State Board of Education publishes annual Report Cards for the District and each of the schools. This information was made public and shared with the press on October 29th. We have updated our websites and share these reports with the Board at this time.

V.C. Trimester 1 Strategic Plan Goals Update
Description:
Each Trimester we provide a snapshot of our progress toward our Strategic Plan goals.

V.D. Veterans Day 2021
Description:
This year we were unable to host our traditional Veterans Day Breakfast and Assembly. Our MacArthur students were well represented, however, through the creation of video recordings that we prepared and included in an area wide Veterans Day presentation.

V.E. American Education Week November 1-5
Description:
During American Education Week, November 1-5 2021 Americans nationwide join together to raise awareness about the need to provide every child with a quality public education. The celebration highlights the importance of bringing together educators, parents, students, and communities in a unified effort to build great public schools.
We provided lunch for the staff during American Education Week on November 2, 3, and 4th. Board members joined members from the Admin team to recognize staff for their work and dedication to the District. |
V.F. School Board Recognition Day November 15, 2021
Description:
A heartfelt thank you for all you do to support the students, staff and families of District 23.

V.H. District 214 Partner Recognition
Description:
Board President Carol Botwinski, Dr. Amy Zaher and Dr. Angelaccio have been invited to attend District 214's Board of Education meeting on Nov. 11 to be recognized for our District 23 partnership and contributions to their education-related, work-based learning experiences.

VIII. FINANCIAL REPORT
Description:
Attached is the memo recommending payment of the voucher lists for materials, supplies, and services paid since the last BOE meeting. In addition, the District payments for salaries and insurance benefits during the previous month are included for approval. Those documents are all included for your review.

IX. SUPERINTENDENT'S REPORT

IX.A. Student Growth and Performance Data - PRESENTATION
Description:
We are joined by Dr. Eleni Speron from the ECRA Consulting group. Dr. Speron works closely with District administration and staff to analyze data and reports. Annually, we present on overview of our student growth and performance data to the board and community. Due to limited Spring assessment data and the impact of COVID, our presentation this year will focus on Fall assessment data.

IX.B. Approval of the 2021 Tentative Tax Levy - ACTION
Description:
The estimated tax levy for 2021 was reviewed at the Finance Committee on November 1, 2021. Amy has prepared the resolution determining the estimated tax levy for the 2021 tax year. The Board will vote tonight to approve the 2021 estimated tax levy and scheduling of public hearing at the December meeting to approve the levy. She has also prepared a memo for your review.

IX.C. Acceptance of the FY2021 Audit - ACTION
Description:
We present the full audit report with the Board annually. The Finance Committee has reviewed the report and spoken with our auditors and have no concerns.

IX.D. IASB Resolutions Committee Directed Vote - ACTION
Description:
Mrs. Botwinski will participate on behalf of the Board at the IASB Delegates Assembly and vote according to the directed vote. It is recommended that the Board approve as presented.

IX.E. Resolution of HVAC Litigation - ACTION
Description:
Following a successful mediation session on October 21, 2021, attorneys from both parties presented a settlement offer to resolve the current litigation for HVAC retrofit repairs. The Board will be presented with a settlement offer from Studio GC subject to attorney review and approval.

IX.F. Transportation Contract Extension - ACTION
Description:
Mrs. McPartlin, in collaboration with representatives of District 21, successfully negotiated a one-year extension to our transportation contract with First Student. The contract was reviewed at Finance and is presented to the Board for approval.

IX.G. Operations Update and Summer 2022 Project Planning - PRESENTATION
Description:
Director of Operations, Mr. Mike Ziaja will provide an overview of the planned Summer 2022 construction and maintenance projects, bid timelines, and other work to be completed.

IX.H. Memorandum of Understanding with Prospect Heights Education Association - INFORMATION
Description:
Through our Labor Management joint committee, modifications to the current negotiated agreement were discussed and brought forth in the memorandum of understanding to address changes due to the continued COVID 19 pandemic.
