Description:
Jim Bednar, Board President, called the meeting to order.
Welcome to the Prospect Heights School District 23 regular school board meeting for November 11, 2020. I call the meeting to order at ________. Members of the public viewing our livestream, we are soliciting your input via email at BOE@d23.org. Messages received prior to our public comment section will be read aloud. Those received after that will be addressed by administration. Thank You. |

V. COMMUNICATIONS

V.A. Veterans Day 2020
Description:
This year we were unable to host our traditional Veterans Day Breakfast and Assembly. Our MacArthur students were well represented, however, through the creation of video recordings that we prepared and included in an area wide Veterans Day presentation.

V.B. Board of Education Elections
|
V.C. American Education Week November 16- 20
Description:
During American Education Week, November 16-20 2020, Americans nationwide join together to raise awareness about the need to provide every child with a quality public education. The celebration highlights the importance of bringing together educators, parents, students, and communities in a unified effort to build great public schools.
We will provide snacks for the staff during American Education Week on November 18, 19, and 20. Board members are invited to join us and help deliver treats. |
V.D. School Board Recognition Day November 15, 2020
Description:
A heartfelt thank you for all you do to support the students, staff and families of District 23.

V.E. 2020 District and School Report Cards
Description:
The Illinois State Board of Education publishes annual Report Cards for the District and each of the schools. This information was made public and shared with the press on October 31st. We have updated our websites and share these reports with the Board at this time. Due to limited assessment data and other COVID related factors, the reports are not as complete as previous years. Our designations also remained the same as last year with Anne Sullivan and Betsy Ross Schools designated as Exemplary, placing in the top 10% of all schools in the State. Eisenhower and MacArthur are designated as "Commendable" which demonstrates the consistently high level of performance of our students and schools.

V.F. Illinois Association of School Business Officials Article
Description:
Amy McPartlin and Brian Rominski co-authored an article in the Fall edition of the IASBO Update.

VI. SUPERINTENDENT'S REPORT

VI.A. Back to School Blueprint - Update
Description:
No changes in the Administration's plan. Dr. Angelaccio will share updated metrics data and exclusion data.

VI.B. Student Data Presentation
Description:
We are joined by Dr. Eleni Speron from the ECRA Consulting group. Dr. Speron works closely with District administration and staff to analyze data and reports. Annually, we present on overview of our student growth and performance data to the board and community. Due to limited Spring assessment data and the impact of COVID, our presentation this year will focus on the COVID Impact report and Fall assessment data.

IX. FINANCIAL REPORT
Description:
Attached is the memo recommending payment of the voucher lists for materials, supplies, and services paid since the last BOE meeting. In addition, the District payments for salaries and insurance benefits during the previous month are included for approval. Those documents are all included for your review.

X. COMMUNITY HEARING: E-LEARNING Plan
Description:
The Board wishes to conduct a public hearning to review and discuss the adoption of an E-Learning Plan as permitted by the Illinois State Board of Education.

XI. SUPERINTENDENT'S REPORT

XI.A. Approval of E-Learning Plan - ACTION
Description:
Dr. Zaher has met the posting and consulation requirements and earlier this evening we completed the public hearing. It is the recommendation of Administration that the Board adopt the e-Learning plan as presented.

XI.B. Approval of the 2020 Tentative Tax Levy - ACTION
Description:
The estimated tax levy for 2020 was reviewed at the Finance Committee on November 2, 2020. Amy has prepared the resolution determining the estimated tax levy for the 2020 tax year. The Board will vote tonight to approve the 2020 estimated tax levy and scheduling of public hearing at the December meeting to approve the levy. She has also prepared a memo for your review.
I move to approve the Tentative Tax Levy for 2020 as presented and establish the time of the hearing on the approval of the 2020 Tax Levy for December 9, 2020 at the regular meeting of the Board of Eduction.

XI.C. Acceptance of Audit - ACTION
Description:
We present the full audit report with the Board annually. Finance Committee has reviewed the report and spoken with our auditors and have no concerns.
Discussion:
The District's auditor, Jeff Rollefson of Evans, Marshall and Pease met with the Finance Committee to review and discuss the annual audit in detail. Administration is recommending the Board's acceptance of the of the FY2020 Audit, AFR and Federal Programs Audit as presented.
