1. VIRTUAL MEETING VIA TELECONFERENCE
Notice is hereby given that on April 27, 2020, the Board of Trustees of the Palestine Independent School District will hold a Called Meeting beginning at 5:00 PM. Due to health and safety concerns related to the COVID-19 Coronavirus, this meeting will be conducted by telephone call. At least a quorum of the Board will be participating by telephone call in accordance with the provisions of Sections 551.125 or 551.127 of the Texas Government Code that have not been suspended by order of the governor. Members of the public may access this meeting by using the following link: https://us04web.zoom.us/j/9639348316?pwd=SHFyMVMrZkR1UHAxcnczeXlnTFZQZz09 The notice for this meeting was posted in compliance with the Texas Open Meetings Act on April 23, 2020 at 12:00 PM. An electronic copy of the agenda has been posted on the district's website www.palestineschools.org. The subjects to be discussed or considered or upon which any formal action may be taken are listed on the agenda which is made a part of this notice. Items do not have to be taken in the order shown on this meeting notice. Those individuals desiring to make a public comment can sign up by calling 903-731-8000 until 4:30 PM the day of the meeting. |
2. 5:00 PM - CALL VIRTUAL MEETING TO ORDER

2.B.1. Although members of the board are not gathered in a central, physical location, we do have a quorum in attendance at this meeting by telephone call.

2.B.2. We are meeting by use of Zoom software application which allows two-way communication for members of the public.
|
2.B.3. As we would at any in-person meeting, members of the public who have followed the instructions on the meeting notice for registering to speak during the public comment portion will be unmuted for 5 minutes to speak. If the speaker submitted written comments in advance, the Palestine ISD Board Secretary will read the comments into record before or during the board's consideration of that item. If you would like to provide comment at a meeting conducted by videoconference or telephone call, please follow instructions on the meeting notice.

2.B.4. All other meeting procedures will adhere to board-adopted procedures to the extent practicable.

3. PUBLIC COMMENT - Limited to Items on this Agenda
The public comment portion of each board meeting shall be used as a forum for the public or employees to present items of information to the Board of Education. We are doing this to be responsive to the community. Due to the confidentiality provision contained in the Texas Public Information Act, Family Education Rights to Privacy Act and other state and federal laws, no speaker will be allowed to demean employees of the school district or discuss students. Each speaker that is recognized shall limit the presentation to five minutes. A delegation of three or more persons shall appoint one person to present their view to the Board. Due to a possible violation of the Texas Open Meetings Act, the Board shall make no response. Those individuals desiring to make a public comment can sign up by calling 903-731-8000 until 4:30 PM the day of the meeting. |
4. CLOSED MEETING STATEMENT
If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Texas Government Code, chapter 551, subchapters D and E or Texas Government Code section 418.183(f). Before any closed meeting is convened, the presiding officer will publicly identify the section or sections of the Act authorizing the closed meeting.
