Description:
Acceptance of Office and Required Signed Oath of Office was completed November 18-22, 2022
--------------------------------- Minnesota Statute requires the School Board to elect its officers for the new calendar year at its first regular meeting in January. An "Acting Clerk" (as selected by the Board - typically the previous Clerk if "still on the Board") will record the minutes until a Clerk is selected by the Board. After the roll call is taken, an "Acting Chair" (as selected by the Board - typically the previous Chair if "still" on the Board) will request nominations for the position of Chair of the Board. Parliamentary procedure does not require a nomination to be seconded. Nominations are solicited by asking (three times) for "nominations from the floor for the position of Chair of the Board." After all nominations are heard, the acting-chair will announce that "nominations are closed" and a vote will be taken by requesting "those in favor of ______________ for the position of Chair of the Board signify by saying "aye" - those opposed signify by saying the same sign "aye". The candidate with the highest vote total shall be elected to the office. After the election, the newly elected Chair of the Board shall preside over the nominations and election of the other school board officers.

Description:
Designate the Law Firm of Rupp, Anderson, Squires & Waldspurger as the School District’s Legal Counsel. The individuals authorized to contact legal counsel include the Board Chair and the Superintendent or a school staff member given authorization from the Board Chair or Superintendent. (John P. Edison, PA has been the specific attorney for the GMR School District)

Description:

4. Listening Session
Description:
All speakers are asked to complete the Listening Session Sign-in Form including as much detail as possible and including a printed / written copy of your presentation if one is available. This is an opportunity for the Board to listen, the Board will not engage in dialogue. As a general rule, the Board will not comment on or respond to any comments made by speakers. Please do not include names of Greenbush Middle River employees or representatives, their title, or location in your remarks for your own legal protection and the legal rights of staff.
Each speaker will have five (5) minutes to speak: speakers may not roll their time to another speaker. Speakers will be timed and are asked to complete their comments in this time frame. 10.2. Board discussion regarding Greenbush Middle River School District Principal position beyond the 2022-2023 school year.
Description:
The current GMR School Principal / Activities Director signed a one-year Agreement which expires June 30, 2023. This will conclude a 37 year career in the GMR School District (12 Years of teaching and 25 years as an Administrator).
Moving forward: The Board should begin to consider administrative [Principal] structure options and recruiting a replacement effective July 1, 2023.

As Superintendent, I will not endorse nor will I recommend to not proceed with the proposed project. If the Board approves to proceed I would recommend conditional approval that would include: 1) Any and all costs related to development, site preparation, actual construction and post-construction site work to be absorbed / paid by the Softball Association. 2) The District's financial position is such that it can not "carry" the costs of the project. 3) other____________

Description:
A letter of Intent to Commence Negotiations for the 2023-2025 Agreement between the School District Board of Education and the Greenbush Middle River Education Association (GMR-EA) was received the week of January 9th.
As per Article XVl, Section 1 of the working GMR-EA Agreement..."Unless otherwise mutually agreed, the parties shall not commence negotiations more than 90 days prior to the expiration of this Agreement." |

12.1.b. Group Health & Hospitalization [H & H] Insurance Renewal
Description:
The GMR-ED [teachers] have elected to participate in the Public Employee Insurance Program (PEIP) for the past six years. Prior to that, teachers participated in an insurance pool with approximately 41 other NW MN School Districts offered by the NW Service Cooperative. Non-teachers eligible to participate in District paid H & H insurance benefits are in the NW Service Cooperative pool.
The Public Employees Insurance Program (PEIP) was created by special legislation (Minnesota Statute 43A.316) to make a comprehensive package of medical insurance benefits available to employees of Minnesota's cities, townships, counties, school districts and other units of local government. source: <mn.gov/mmb/segip/peip/> Every two years, a process for H & H renewal takes place. See attached. Teachers have the option to participate in one of the two insurance options available. H & H insurance bids for plan year July 1, 2023 - June 30, 2024 are due to the District Office at 5:00 pm on March 21, 2023. Bids will be opened on March 27, 2023 @ 3:30 pm.

12.1.c. Legislative Up-date
Description:
The 2023 MN State Legislature convened on January 4, 2023.
Governor Walz released preliminary [Education] Budget information on January 17th. This will be a part of the Governor's over-all State Budget scheduled to be released on Jan. 24. With that said, a person should anticipate the announcement of other agency budget proposals will impact Gov. Walz's public school budget proposal(s). see attached Legislative Up-date as provided by the MN Association of School Administrators and MN Rural Education Association and __________ Juneteenth as a Holiday. If so, it would require the Board to change their regular June monthly meeting date.
