Description:
Arkansas Code Annotated §6-17-309 requires local school districts to secure a waiver when classrooms are staffed with unlicensed teachers for longer than 30 days. Requests were received from 98 school districts for a total of 252 waivers. There were also requests for long-term substitutes from 45 school districts requesting a total of 95 waivers for long-term substitutes. These requests have been reviewed, were either approved or denied by Department staff, and are consistent with program guidelines.

The Executive Board of the Arkansas Professors of Educational Leadership (ARPEL) has nominated Dr. Annette Hux, Interim Department Chair, Department of Educational Leadership at Arkansas State University to fill the position vacated by Dr. Nita Bohannon. The term of this member is to begin immediately upon appointment and end on June 30, 2024.

Description:
Omni Classical Prep of Cabot submitted an application for an Open Enrollment Charter School. The Charter Authorizing Panel denied approval of the Open-Enrollment charter application based on the following: 1. The need for additional work on the application to provide a clear explanation of financial, administrative, and educational structure. 2. Lack of continuity in the required application components, including chain of command and segregation of duties. 3. The need for a more detailed plan to fully address all concerns of the panel. 4. Lack of clarity regarding administrative roles, fiscal guardrails, and special education student services. Four Charter Authorizing Panel members voted for a denial of the application and two members voted against the denial.
