(All persons present at an Executive Session are hereby reminded that A.R.S. §38-431.03 imposes strict confidentiality requirements on discussions that occur in Executive Session. Generally, such discussions cannot be revealed to non-board members, unless necessary to carry out the purpose of the statutory provision that specifically permits an Executive Session. Description:
Provide the Governing Board an opportunity to discuss and consider the suspension of Board Policy BGB related to a first and second reading of recommended adjustments to Board Policy GCKA, “Professional/Support Staff Telecommuting.”
The Arizona School Boards Association has provided the District with new policy related to Board Policy GCKA, Use of Technology Resources in Instruction. It is the recommendation of the administration that Board Policy BGB be suspended for agenda item B (next agenda item) of this agenda dated 4-9-2020. Doing so provides the Board the opportunity to consider the New Policy GCKA with one reading rather that the specified two readings noted in BGB. Authority for such action is provided in Board Policy BGF, Suspension/Repeal of Policy. Motion: Move to suspend Governing Board Policy BGB related to a first and second reading, regarding policy adoption, for the discussion and consideration of agenda items C of this Board agenda dated 4-9-2020. |

8.B.1) Legislative update
Description:
HB2066 (public school tax credit: testing) passed the Senate Finance Committee on a 5-0 vote. This bill allows extracurricular income tax credit monies to be used for standardized testing fees for college credit or readiness offered by a widely recognized and accepted educational testing organization or for the career and technical education industry certification assessment (defined as “an assessment for career and technical preparation programs for pupils”), preparation courses and materials for standardized testing. ASBA supports because as districts continue to set a higher standard of achievement, even during a time of huge budget cuts, giving districts flexibility in the use of tax credit monies for AP exams, CTE certification, etc. is welcome.
HB2262 (school district transportation; JTED students) passed, as amended, the House Appropriations Committee on a 13-0-1 vote. This bill would require a district to provide transportation to and from a JTED for children who reside within the district’s boundaries, do not attend a district-operated school and are enrolled in a program or course at the JTED campus. The amendment states that districts do not have to change bus routes and stops, students must comply with district conduct policies, and allows for fuel and transportation costs to be recouped. SB1158 (s/e: elections; early voting dates) passed Senate COW. This bill decreases from 1 to 0.5% the amount of signatures for a JTED governing board nomination petition and adjusts early ballot mailing dates.
