3.1. Adjourn to Closed Session pursuant to Texas Government Code Section 551.074, Personnel, to deliberate regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee, 551.071, Consultation with the Board's Attorney; and 551.072, Real Property.

3.2. Pursuant to Texas Government Code Section 551.071, to consult with the District's attorney, in person or by phone, on a matter in which the duty of the attorney to the District under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Government Code, including a discussion of a proposed Joint Use/Interlocal Agreement with the City of Mansfield.

3.3. Pursuant to Texas Government Code Section 551.087, a governmental body is not required to conduct an open meeting to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations or to deliberate the offer of a financial or other incentive to a business prospect, including the District’s proposed partnership with the City of Mansfield and the Dallas Stars.

6.1.1. Discuss Dallas Stars Presentation from January 19, 2016 and receive information from staff regarding questions from the Board -- Jeff Brogden

6.1.2. Discuss parameters for a Joint Use/Interlocal Agreement with the City of Mansfield regarding the proposed Dallas Stars Center – Jeff Brogden

6.1.3. Discuss and establish a time for a public hearing/forum or Town Hall meeting where the Board or administration will provide an opportunity for citizens to be heard regarding the proposed partnership with the City of Mansfield and the Dallas Stars.  The rules and procedures regarding Public Forums will be in place during this time.
