13. CLOSED SESSION: As authorized by the Texas Open Meetings Act, Texas Government Code:

13.A. Section 551.127 A governmental body may use a video conference call to hold an open or closed meeting and a member or employee of a governmental body may participate remotely in a meeting of the governmental entity by means of a video conference call if that participation complies with the requirements and provisions of this section.

13.B. Section 551.129 A government body may use a telephone conference call, video conference call, or communications over the internet to conduct a public consultation with its attorney in an open meeting of the governmental body or a private consultation with its attorney in a closed meeting of the governmental body.

13.C. Section 551.071 Private consultation with the board’s attorney on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the chapter.

13.D. Section 551.072 A governmental body may conduct a closed meeting to deliberate the purchase, exchange, lease or value of real property if deliberation in an open meeting would have detrimental effect on the position of the governmental body in negotiations with a third person.
